The modern higher education realm has become extremely competitive. The recent “boom” of the international rankings has made the top charts of the ranking tables the “holy grail” for the national governments. Policymakers introduce new policies and strategies to transform their higher education systems and make universities internationally competitive. Creating a world-class university has become an ambitious goal of many countries, including Malaysia.

“Transformation of the Higher Education System in Malaysia” investigates the global trend of world-class university and analyses the strategies, which Malaysia implements to create a world-class university in the national settings. The case study of the APEX Initiative, presented in the book, helps understand the approach and concrete actions, which the Malaysian government and the university leaders take to create a strong and internationally competitive tertiary learning institutions. However, the moderate achievements of the APEX Initiative so far call into question the choice and level of implementation of these strategies. Can the Malaysian efforts in implementing the Excellence Initiative serve as an “entry-ticket” into the world-class university “league”? Or will the APEX Initiative fail to create the first Malaysian world-class university?

Alexandra Samokhvalova is a political scientist and researcher at the Frankfurt Inter-Center-Programme on new African-Asian Interactions AFRASO at Goethe-University Frankfurt, Germany. Her research interests lie in the field of higher education and  development with the main focus on  Southeast Asia.  She is currently working on the migration of African students to Malaysia. She holds a MA in Modern East Asian Studies from the Goethe-University Frankfurt, Germany.
